Looking Beyond Texas?
Is Texas still the best state for data centers after the ERCOT interconnection pause?
Texas still leads on data center count and incentives, but the path to power has slowed. On August 3, 2026, Gov. Greg Abbott directed the Public Utility Commission of Texas and ERCOT to audit data centers seeking to connect to the ERCOT grid, and projects that fail the audit are to be denied a connection. No deadline was set, and lawmakers are also questioning the state's data center sales tax exemption, which now costs more than $1 billion a year. For a user that needs certainty on power, a site with grid headroom already identified outside ERCOT is worth a look: Grand Tower Energy Center has 347 MW of grid headroom at Ameren's existing 138 kV bus in MISO.
What are the best alternatives to Texas for a large data center?
Power availability is still the deciding factor, so the best alternatives are places that can deliver megawatts on a known timeline. Markets drawing attention include Pennsylvania, the Carolinas, Central Washington, Louisiana, Mississippi, Oklahoma and the TVA region. Southern Illinois belongs on that list: Grand Tower Energy Center pairs 347 MW of grid headroom with up to 640 MW of on-site gas generation potential (air permits required), NGPL gas at the fence, Mississippi River water and ±305 contiguous acres.
Where can you still build a data center without a moratorium?
Moratoriums and local limits on data centers spread through 2026, so the community and county matter as much as the state. Jackson County, Illinois, home of Grand Tower Energy Center, has no data center moratorium and is in NAAQS attainment for air quality, which matters when permitting new gas generation. Buyers should confirm local requirements in diligence.
How do I know if a substation has enough capacity for a data center?
Ask the utility three things: how much offtake capacity is available at the nearest substation, how much of it is already claimed by projects ahead of you in the queue, and which rate class or large-load tariff will apply. At least three dozen states have adopted or proposed large-load tariffs, so the answer affects cost as well as timing. At Grand Tower, the seller's offering memorandum shows 347 MW of grid headroom at the existing Ameren 138 kV bus, and Ameren is building two new 345 / 138 / 69 kV substations on 46 conveyed acres, targeting 2027/28 in-service. Buyer to verify with the utility.
